How do you send a message from your FB business page? It appears as though you can only reply to messages through business suite but can't lookup your follows and send a message from scratch....

I want to be able to post from two different Instagram accounts using Meta business suite. When I add the Instagram page as an asset, it doesn't show up on the home page so I can post from it. Anytime that I want to create a meta business account, they keep telling me that ad access is restricted. I read multiple articles but everyone including meta kept telling me to verify my Identity.
If i do this, I won't be allowed access at all as I am 16 year old trying to learn Facebook advertising.
Also anytime I try to create a facebook page I am greeted with the you have created too many facebook pages error, and I have not created any facebook page at all.. ever.
So my four questions are:
1. If I verify my identity, will I be able to access meta business as a 16 year old?
2. do I have to verify my Identity or is it something else?
3. If the above questions are not in my favor, how else can I learn and practice facebook advertising.
4. Why is my facebook saying I have too many pages when I have never created one, and how do I solve this?
